An agency pre-briefs reporters on a coming story – on the condition that they talk to no one to verify the potential work prior to publication. This results in news outlets agreeing to these conditions, and basically republishing the agency press release without any verification. News outlets that do not cooperate are not given access in the future, enabling agencies to enforce their control over the press.

This also means you should never, ever believe a media report about much of any government agency’s output. Science itself suffers as many of us lose confidence in all of it.
